AI Governance for Every Nation

The benefits of structurally enforceable AI governance must not be limited to nations and organisations that can afford premium technology licensing. The Foundation's Developing Nation Programme ensures that access to coalition-pool AI safety and AI governance technology is a global public good.

≥10% of net licensing income is contractually committed
to funding AI governance access for developing nations.

This is not a discretionary philanthropic allocation. It is an irrevocable contractual provision encoded in the Master Licence Agreement and enforceable by the Foundation board. The programme defines recipient criteria, identifies qualifying organisations, and publishes annual disbursements under the Foundation's Transparency Mandate.

The Foundation's Public Access Guarantee further ensures that all protocol specifications remain permanently free and open, meaning any nation can study, evaluate, and prepare for implementation of the governance architecture without fee or restriction.

Supporting the Foundation

The Casuarina Foundation partners with government agencies, philanthropic organisations, and research institutions across jurisdictions committed to making AI governance structurally enforceable. Its dual structure, an Australian Company Limited by Guarantee with a US 501(c)(3) sister affiliate, equips it to engage funders and collaborators on both sides of the Pacific on consistent terms.

The Foundation addresses AI governance at the hardware level, a capability gap that every major funder, regulator, and standards body has identified but no existing organisation fills. The Coalition Patents Programme broadens the standard-essential posture with every admission, and our FRAND licensing model and Developing Nation Programme align with the equity and access requirements that define contemporary public benefit funding criteria.

We welcome conversations with government agencies, philanthropic foundations, research institutions, and international organisations interested in supporting or collaborating with the Foundation's mission.
